Report of Findings
Licensing received a complaint on Aug. 11, 2023 regarding Care and Supervision, Program, and Policies and Procedures.  

All areas of the complaint were fully investigated. Evidence was received and reviewed from an inspection of the physical facility, interviews, and policies and procedures. 

Licensing confirmed the following:
- Staff used inappropriate guidance strategies, which included isolating a child from other children without access to other programming options and an inappropriate warning to the child.  
- Staff failed to document a minor incident.   
  
The following contraventions to the Child Care Licensing Regulation (CCLR)was determined:    
Section 51(1)(a), Behavioural guidance 
Section 56 (1)(f), Community care facility records and policies 
 
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.

Observation: It was determined that staff used inappropriate guidance strategies with the child.

19050 - CCLR s.56(1)(f)A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: The child sustained a minor injury while in care and the incident was not recorded in the log book.
Corrective action: Corrective action required.
