Report of Findings
Licensing received a complaint on June 9, 2023 regarding care and supervision.  
 
All areas of the complaint were fully investigated. Evidence was received and reviewed from interviews and documentation. 
 
The following was confirmed:  
- A staff was harsh to a child when the child was roughly handled, prevented from going outside with a group of children, prevented from finishing a meal, and required to walk around a room during outdoor play time. 
- Staff did not notify Licensing of the incident as required.     
  
Licensing determined the following sections of the Child Care Licensing Regulation were contravened:  
Section 52(1)(c) - Harmful actions not permitted 
Section 55 (2)(a) - Notification of illness or Injury 
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.

14280 - CCLR s.52(1)(c)A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (c) harsh, belittling or degrading treatment by an employee or another child, whether verbal, emotional or physical, that could humiliate the child or undermine the child's self respect.
Observation: Through an interview with the Manager and the staff and a review of evidence, Licensing determined a staff member subjected a child to harsh, belittling and degrading treatment in numerous instances.

19030 - CCLR s.55(2)(a)A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: Through an interview with the Manager and the staff and a review of evidence, Licensing determined the Manager did not report a reportable incident to Child Care Licensing within a 24 hour period.
