Report of Findings
Community Care Facilities Licensing [CCFL] received a complaint on January 28, 2022, alleging concerns regarding care and supervision.

The allegations included the following details:
- Inadequate staffing

All areas of the complaint were fully investigated. Evidence was received through interviews and a review of relevant records.

Licensing determined the following contraventions:

Child Care Licensing Regulation (CCLR):
- Section 34 (2)(b) Groups sizes and employee to children ratios
- Section 39 (1) Continuous supervision required
- Section 57(2)(c) Records for each child

14030 - CCLR s.34(2)(b)Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: LO observed 16 children in care upon arrival at 7:45 am with one staff working. Children in care were from two different service types.

19090 - CCLR s.57(2)(c)A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: LO observed that not all children in care were signed in to the program accurately upon their arrival.
