Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Yearly emergency drill record was not available.
Corrective Action(s): Please ensure that records are current for monthly and yearly drills.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 8 children's files were reviewed; 1 child's MSP number was missing.
Corrective Action(s): Please ensure all children's files are complete.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: No care plan available for a child requiring extra support.
Corrective Action(s): Please ensure that a care plan is developed for a child requiring extra support.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: The care plan was not reviewed annually with the parent or any person requested to by the parent.
Corrective Action(s): Please ensure that child's requiring a care plan is reviewed/updated with the parent.

Comments

On the inspection date of December 9, 2021 there were 15 children and 5 staff present. At this inspection the above noted contraventions were identified. The Licensee is required to take action to bring the facility into compliance and submit the written response to Licensing by below date.
As part of this Routine Inspection a Facility Risk Assessment Tool. This inspection report and the risk assessment were written off site and a copy was provided to the facility via email, therefore no signature is attached.

The following items were discussed with the Manager:
- Strategies for record keeping, i.e. character references for staff
- Minor incident log; as per Sec. 56 (1)(f) any minor incidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H must be documented in a log
- To monitor the classrooms to ensure that supplies are replenished/ refill as needed within the facility, i.e. toilet paper, paper towel and hand soap
