Report of Findings
Licensing received a complaint on August 3, 2022 and additional information received August 23, 2022, regarding care and supervision and nutrition and food services. The following details were provided:
- The Manager and staff used inappropriate guidance practices
- Staff threaten children
- A child was made to wear a mask
- Children are not allowed to be comforted with a hug
- Children are denied food and water

All areas of the complaint were fully investigated. Evidence was obtained through interviews and observations. Licensing determined the following contraventions:
Child Care Licensing Regulation (CCLR) section 19(2)(c) – Character and skill requirements
CCLR section 34(2)(a) - Group sizes and employee to child ratios
CCLR section 51(1)(a) – Behavioural Guidance
CCLR section 56(1)(b) – Community care facility records and policies
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.

Observation: The Manager failed to demonstrate the training, experience, and skills necessary to carry out the duties assigned to the Manager.

Observation: One Staff record was not current and available for review.

Observation: It was confirmed that children were not divided into groups as permitted in Schedule E.
