Report of Findings
Community Care Facilities Licensing [CCFL] received a complaint on August 21, 2020, alleging concerns regarding Care and Supervision.

The allegations included the following details:
- Inappropriate behavioural guidance
- Inappropriate staff interactions
- Inappropriate use of a restraint

All areas of the complaint were fully investigated. Evidence was received and reviewed from interviews, an inspection of the physical facility, and documentation.

The following contraventions were substantiated:
- Child Care Licensing Regulation (CCLR) Section 51(1)(a) Behavioural Guidance
- CCLR Section 52(1)(a) Harmful Actions Not Permitted

14260 - CCLR s.52(1)(a)A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (a) shoving, hitting or shaking by an employee or another child, or confinement or physical restraint by another child.
Observation: Licensing determined that a staff used harmful actions when providing behaviour management
