Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following in the infant room:
·Corner edging of a wall came off exposing the nails in the wall.
·Toilet roll holder in the bathroom was broken
Corrective Action(s): Please ensure furniture, equipment and fixtures is clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): In the infant room licensing observed a staff purse on the floor with medication accessible to children.
Corrective Action(s): Ensure that staff purse and its contents are inaccessible to all children.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: 3 out of 5 staff files reviewed were missing valid criminal record check. Evidence of CRC application was on file.
Corrective Action(s): All staff must have a valid criminal record check in their file before they start employment.

Comments

At the inspection dated March 3, 2021 there were eighty nine children and twenty two staff present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following were discussed with the manager:
· CCLR Schedule E staffing requirements
· Storage of plastic bags
· Storage of sleeping equipment
· Storage of mops and vacuum cleaner
· Posting current business license
· Staff washroom for Infant rooms
The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on 21 June 2021.Total time includes writing report in office.
