Report of Findings
Community Care Facilities Licensing [CCFL] received a complaint on May 3, 2022, regarding concerns relating to the following:

Care and supervision
- Inappropriate guidance practices are used to discipline children's behaviour

Records
- Care plans are not shared with staff
- A child requiring a care plan does not have one

Staffing
- Staff caring for children with additional needs are not appropriately qualified.

All areas of the complaint were fully investigated. Evidence was received and reviewed from interviews and documentation.

Observation: Licensing observed support staff are not appropriately experienced or trained to work with children with additional needs

14220 - CCLR s.51(1)(a)A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation: Manager and staff observed to use inappropriate methods of behaviour management
Corrective action: Compliance plan required.
