Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Hot water in the infant and toddler washroom measured at 54.1 Celsius. During inspection the temperature regulator of the hot water tank was lowered to 49 Celsius.
Corrective Action(s): Please ensure water accessible to children's use measures below 49 Celsius.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: During inspection Licensing officer noted that one of the three staff working in the Group child care was a responsible adult. Manager explained that today this staff was working in the program as one the regular ECE staff had called in sick this morning. Licensing discussed with the manager to apply for an exemption to ensure the ratio of employees to children is no less than that permitted in CCLR Schedule E.
Corrective Action(s): Please ensure that the ratio of employees to children attending a care facility is no less than that permitted in Schedule E.

Comments

At the inspection dated December 9, 2022 there were twenty six children, five staff and the Manager present. At this inspection the above noted contravention was identified. Licensing conducted a walk-through of the entire facility. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by December 12, 2022. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following were discussed with the manager:
Storage of plastic bags to be inaccessible to children
Care plan for children requiring additional support
Use of earthquake emergency supplies during practice annual emergency evacuation drills

The inspection report was written on-site and details were reviewed with the Manager prior to writing the report. A copy of the follow up to routine inspection report is provided to the manager at this inspection.
