Report of Findings
Community Care Facilities Licensing [CCFL] received a complaint on August 15, 2023, regarding concerns relating to the following:

Staffing
- A volunteer may not be fully screened

All areas of the complaint were fully investigated. Evidence was received and reviewed from interviews and documentation.

The following contravention/s were cited:

Child Care Licensing Regulations (CCLR)
- Section 19 (5)(a) – Character and skill requirements
- Section 19(5)(b) – Character and skill requirements
- Section 19 (5)(c) – Character and skill requirements
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.

Observation: There was no evidence of a volunteer's criminal record check.

12152 - CCLR s.19(5)(b)Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.
Observation: There was no evidence of a volunteer's character references

12153 - CCLR s.19(5)(c)Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: There was no evidence of a volunteer's immunization declaration
