Report of Findings
On August 21st, 2019, Licensing received a complaint alleging concerns related to care and supervision. The allegations included the following details:

Care and Supervision:
- Personal care needs were not being met.

All areas of the complaint were thoroughly investigated. Evidence was received and reviewed from interviews, person in care (PIC) records, facility records, staff written statements, and inspection.

The following contraventions were determined:
-Residential Care Regulation (RCR) – Section 42 (1)(a)(b) Staffing coverage
-RCR – Section 61 Self monitoring of community care facility
-RCR – Section 85 (1)(d) Policies and Procedures
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.
Observed Violations/Contraventions: A summary of the violations found during the complaint investigation are listed below.

30240 - RCR s.61A licensee must regularly monitor the physical environment of the community care facility, and the care and services provided by it, to ensure that the requirements of the Act and this regulation are being met.
Observation: It was determined that care records were incomplete.
Corrective action: Corrective action is required.
32170 - RCR s.42(1)(a)A licensee must ensure that, at all times, the employees on duty are sufficient in numbers, training and experience, and organized in an appropriate staffing pattern, to (a) meet the needs of the persons in care.
Observation: It was determined that there was inadequate staffing to meet the care needs of persons in care.
Corrective action: Corrective action is required.
32180 - RCR s.42(1)(b)A licensee must ensure that, at all times, the employees on duty are sufficient in numbers, training and experience, and organized in an appropriate staffing pattern, to (b) assist persons in care with the activities of daily living, including eating, moving about, dressing and grooming, bathing and other forms of personal hygiene, in a manner consistent with the health, safety and dignity of persons in care.
Observation: It was determined that there was inadequate staffing to meet the care needs of persons in care.
