Report of Findings
On July 24, 2019, Licensing received a complaint alleging concerns related to care and supervision, and policies and procedures. The allegations included the following details:

Care and Supervision:
- Care provided was inconsistent.
- An assessment to be completed was not followed-up by the facility.

Policies and Procedures:
- There is inconsistency in addressing concerns due to change in facility management.

All areas of the complaint were thoroughly investigated. Evidence was received and reviewed from interviews, person in care (PIC) records, facility records, staff written statements, and inspection.

The following contraventions were determined:
-RCR – Section 42 (1)(a)(b) Staffing coverage
-RCR – Section 61 Self monitoring of community care facility

The Licensee has submitted a corrective action plan. No further action is required by Licensing.

Observation: It was determined there was inadequate staffing to meet the care needs of persons in care.

32180 - RCR s.42(1)(b)A licensee must ensure that, at all times, the employees on duty are sufficient in numbers, training and experience, and organized in an appropriate staffing pattern, to (b) assist persons in care with the activities of daily living, including eating, moving about, dressing and grooming, bathing and other forms of personal hygiene, in a manner consistent with the health, safety and dignity of persons in care.
Observation: It was determined there was inadequate staffing to meet the care needs of persons in care.
