Report of Findings
On November 21, 2019, Licensing received a concern regarding physical facility and care and supervision. The complainant provided the following details:
- Facility is operating over maximum capacity on occasion
- Staff are unable to provide appropriate and safe care when over capacity
- Bathroom appears unclean

All areas of the complaint were fully investigated. Evidence was obtained through interviews and observations.
Licensing determined the following contraventions related to care and supervision:
- Child Care Licensing Regulation section 34(2)(a) Group size and employee to children ratios
- CCLR section 17 Hazardous objects and substances.
- CCLR section 51(1)(a) Behavioural Guidance
- CCLR section 57(2)(c) Records for each child

Observation: Cleaning products stored under a sink are accessible to children.

14020 - CCLR s.34(2)(a)Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: 11 children were in care at the time of inspection, exceeding capacity.

14220 - CCLR s.51(1)(a)A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation: 1 child was confined to a playpen.

Observation: Attendance records were incomplete at the time of inspection and previous records were determined inaccurate.
