Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.
A walk through of the whole house was conducted during inspection.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed lots of clutter on the counter tops in the facility. Much of which was located on top of the stove. This poses a fire hazard if the stove was to accidently be turned on.
The cupboard doors also had drip stains.
The bathroom had a strong urine odour
Corrective Action(s): Please ensure a healthy and safe environment at all times whilst children are in care.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: Licensing observed 1 person of 2 persons over the age of 12 years were currently on the premises. There was no criminal record check clearance for this person or the 2nd person. Licensee stated that they would have to go through the appropriate process to obtain them.
Corrective Action(s): Please ensure that any person over 12 years has a current criminal record check on site.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing observed that the fire drills were not practiced for the month of March 2019 and has yet to be practiced for April (Just a reminder)
Corrective Action(s): Please ensure all employees practice implementing the fire drill system monthly

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensee was unable to produce the attendance records for the children. Licensee stated that another staff was working yesterday and has misplaced them.
Corrective Action(s): Please ensure attendance is taken on a daily basis to ensure knowledge of attendance should there be an emergency situation.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Licensing reviewed 13 children's emergency card of which 4 were missing digital images.
Corrective Action(s): Please ensure all children have a digital image available to readily identify the child in case of emergency.

Summary of Inspection

At today’s inspection there were 7 children and 2 staff present. At this inspection the above noted contraventions were identified
Licensee is required to submit a corrective action plan by May 2nd 2019
Licensing will review and monitor the corrective action plan
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Promoting Active Play in the program
- Temporary Placements
- Active Supervision
Licensing also discussed either printing off verification of ECE certificates or adding a note to the staff files that this step was completed.
Please also ensure all staff files contain all required information.
