Report of Findings
Community Care Facilities Licensing [CCFL] received a complaint on February 4, 2020, alleging concerns regarding care and supervision.

The allegation included the following details:
- A child was subject to physical abuse.
- Inappropriate guidance techniques was employed by a staff member at the facility.
- Children were left in the care of a non-staff member at the facility.

All areas of the complaint were fully investigated. Evidence was received and reviewed from digital records, interviews, an inspection of facility records, an inspection of the physical facility, and photographs taken of facility records.

The following contraventions weresubstantiated:
- Child Care Licensing Regulation Section 52(2) Harmful actions not permitted.
- Community Care and Assisted Living Act Section 7(1)(b)(ii) Standards to be maintained.

Observation: Licensing determined that a child was subjected to physical abuse while care of the the licensee.
Corrective action: A corrective action plan is required.
14360 - CCALA s.7(1)(b)(i)A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Licensing determined that a Health and Safety plan was not followed and children in care were left in the care of non-staff.
Corrective action: A corrective action plan is required.
