Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). In response to the current Covid 19 pandemic this inspection focused on the following areas:
-Physical Facility
-Health and Hygiene
-Records and Reporting

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Several patches of paint were missing from the wall.
Corrective Action(s): Please ensure that the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed two loose phone cords. This could pose a potential strangulation hazard.
Corrective Action(s): Please ensure children do not have access to any objects that may be hazardous to their health and safety.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Two of three staff records were reviewed. One record was missing evidence of a staffs' immunization status.
Corrective Action(s): Please ensure that staff records are complete.

Comments

At the inspection dated June 4, 2020 there were 2 children, one staff and the Manager was present. At this inspection the above noted contraventions were identified. Please send a written response to Licensing addressing how you have corrected the above noted contraventions by June 18, 2020. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was reviewed/discussed with the Manager:

· Information sent out to the Manager regarding the following: sanitization/disinfection, social distancing, hand washing and health and wellness policy.
· The coronavirus COVID-19 public health guidance for child care settings
· Posting the COVID-19 policy that the facility has created as a requirement of The Centre for Disease Control and Worksafe BC
· Objects that have a drug identification number (DIN) were observed in the first aid kit. Objects with a DIN or a Natural product number (NPN)
require a medication authorization form signed by a parent/guardian prior to application.

The following resource was given to the Director:

· Resource Package for Child Care facilities COVID-19 prevention

The inspection findings were reviewed with the MAnager at the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in .5 hours and this is included in the report. A copy of these documents were sent to the Manager.
