Report of Findings
Licensing received a complaint on September 6, 2019, regarding care and supervision, environment and records.

The following details were provided:
- Staff do not meet qualifications
- The ratio of staff to children is not sufficient
- Children are moved between the Group Child Care (under 36 months) and Group Child Care (30 months to school age) exceeding the number of children under 36 months
- The Group Child Care (30 months- school age) exceeded the maximum capacity of the room
- The Manager is observed smoking and/or vaping outside at pick up and drop off times
- There are no registration records for a child in care.

All areas of the complaint were fully investigated. Evidence was obtained through interviews and observations.
Licensing determined the following contraventions:
-Child Care Licensing Regulation (CCLR) section 34(1)(2)(a)(b) Group sizes and employee to child ratios
-CCLR section 56(1)(b) Community care facilities records and policies

Observation: It was confirmed that children were not adequately supervised.

Observation: It was confirmed that children were not divided into groups according to Schedule E.

Observation: It was confirmed that the ratio of employees to children attending the facility was less than permitted in Schedule E.
