Report of Findings
Licensing received a complaint on April 27, 2022 and May 02, 2022 regarding care and supervision. The following details were provided:
- Staff to child ratios are not being followed.
- Staff qualifications are not followed according to Schedule E.

All areas of the complaint were fully investigated. Evidence was obtained through interviews and observations. Licensing determined the following contraventions:
Child Care Licensing Regulation (CCLR) section 11 (4) Posting and advertising of licence and certificates.
- CCLR section 19 (4) (a) Character and skill requirement.
- CCLR section 34 (2) (a) Group sizes and employee to children ratios.
- CCLR section 34 (2) (b) Group sizes and employee to children ratios.
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.

10070 - CCLR s.11(4)A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed 1 staff ECE Certificate was not posted.
Corrective action: Corrective action required.
12140 - CCLR s.19(4)(a)A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: 3 staff did not have their Early Childhood Educator or Assistant Certificates validated.

14020 - CCLR s.34(2)(a)Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Licensing confirmed that there were times when more than the permitted number of children were in attendance with one staff person.
Corrective action: Corrective action required.
14030 - CCLR s.34(2)(b)Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing confirmed that ratio of employees to children did not meet Schedule E.
