Report of Findings
Community Care Facilities Licensing (CCFL) received a complaint on November 2, 2023 concerning:
- inappropriate physical facility
- inadequate care & supervision

All areas of the complaint were fully investigated. Evidence was received & reviewed from interviews & documentation.

The following was confirmed:
- children had access to hazardous objects & substances
- the ratio of employees to children was less than that permitted in Schedule E

CCFL determined contraventions to 2 sections of the Child Care Licensing Regulation:
- 17 (Hazardous objects & substances)
- 34(2)(b) (Group sizes & employee to children ratios)
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.
Observed Violations/Contraventions: A summary of the violations found during the complaint investigation are listed below.

11200 - CCLR s.17A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: The manager's office had 3 hazardous objects or substances that were accessible to children (bleach bottle, fire extinguisher, & leaf blower).
Corrective action: No action required.

14030 - CCLR s.34(2)(b)Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: 1 employee supervised 10 MACC children alone during nap time. The manager has continued working as part of ratio ever since her ECE certificate expired on 01/Oct/2023.
Corrective action: Corrective action plan required.
