Report of Findings
Licensing received a complaint on March 15, 2021, regarding care & supervision and policies & procedures. The complainant provided the following concerns:

- Staff did not provide support in accessing necessary health services
- The complainant was not notified of a change in person in care's (PIC's) circumstances
- The PIC's condition is deteriorating

All areas of the complaint were fully investigated. Evidence was collected from interviews and records.
Licensing determined the following contraventions:

- Residential Care Regulation (RCR) s. 85(1)(d) policies implemented by employees- notification
- RCR s 81(4)(b)(i) care plan-reviewed and modified if substantial change in circumstances

Observed Violations/Contraventions: A summary of the violations found during the complaint investigation are listed below.

33280 - RCR s.85(1)(d)A licensee must do all of the following: (d) ensure that policies are implemented by employees.
Observation: Review of the evidence found that, although the PIC did lose a tooth and the information was documented in the nursing notes, there is no documentation that the complainant was notified of the tooth loss.
Corrective action: Corrective action required.
34750 - RCR s.81(4)(b)(i)A licensee must ensure that (b) each care plan is reviewed and, if necessary, modified (i) if there is a substantial change in the circumstances of the person in care.
Observation: Review of the documentation showed that the Doctor was notified of the concerns related to the PIC's teeth and made recommendations that the PIC receive mouth care 3 times per day, but this information was not included in the care plan.
