Report of Findings
Licensing received a complaint on October 19, 2021, regarding care and supervision, policies and procedures, Licensing, and physical facility concerns.

The following details were provided:
- Inappropriate guidance practices
- Staff to child ratio not met
- Staff are not trained
- Policies and Procedures are not being followed
- Two different Licenses posted
- Cleaning is not completed

All areas of the complaint were fully investigated. Evidence was obtained through interviews and observations.
Licensing determined the following contraventions:
- Child Care Licensing Regulation (CCLR) section 13(3) Environment
- CCLR section 19(1)(d) Character and skill requirements
- CCLR section 34(2)(b) Group sizes and employee to child ratio
- CCLR section 59(a) Records must be available
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.
Observed Violations/Contraventions: A summary of the violations found during the complaint investigation are listed below.

11020 - CCLR s.13(2)A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The toilets were not cleaned daily.
Corrective action: Corrective action plan required.
12070 - CCLR s.19(1)(d)A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: Copies of any evidence of the person's training and skills were not obtained.

14030 - CCLR s.34(2)(b)Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Staff to child ratio did not meet the requirements set out in schedule E
