Report of Findings
Community Care Facilities Licensing (CCFL) received a complaint on November 27, 2019, alleging concerns related to care & supervision. The following details were provided:
- inappropriate guidance strategies were used

All areas of the complaint were fully investigated. Evidence was obtained through interviews and observations. CCFL determined the following contraventions to the Child Care Licensing Regulation:
- 52(2) (Harmful actions not permitted)
- 56(2) (Community care facility records and policies)
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.
Observed Violations/Contraventions: A summary of the violations found during the complaint investigation are listed below.
Code Category/Description
13071 - CCLR s.56(2)A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: CCFL and parents were not informed of incidents within 24 hours.
Corrective action: Corrective action plan required.
14320 - CCLR s.52(2)A licensee must ensure that a child is not, while under the care or supervision of the licensee, subjected to emotional abuse, physical abuse, sexual abuse or neglect as those terms are defined in Schedule H.
Observation: The manager subjected certain children to physical abuse.
Corrective action: Corrective action plan required.

- Licensee has addressed some contraventions. Corrective action plan required to be submitted.
Action Required by Licensing Officer or Medical Health Officer
- Review and monitor corrective action plan > Follow up inspection required.
- Notify other agencies (i.e., RCMP, MCFD, PGT, funding agency).
