Report of Findings
Licensing received a complaint on February 5, 2021, regarding physical facility and care and supervision. The following concerns were alleged:

-Water leaks into the facility.
-Inadequate supervision.
-Inappropriate care and guidance

All areas of the complaint were fully investigated. Evidence was collected through interviews.

Licensing determined the following contraventions:
-Child Care Licensing Regulation Section 19(2)(c) Character and skill requirements
-Child Care Licensing Regulation Section 51(1)(a) Behavioral guidance
-Child Care Licensing Regulation Section 52(1)(c) Harmful actions not permitted

Observation: A staff member does not have the training to provide appropriate care to the children.

14220 - CCLR s.51(1)(a)A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation: A staff person was using inappropriate guidance techniques.

14280 - CCLR s.52(1)(c)A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (c) harsh, belittling or degrading treatment by an employee or another child, whether verbal, emotional or physical, that could humiliate the child or undermine the child's self respect.
Observation: A staff person was using an inappropriate tone of voice and threatening children as a guidance strategy.
