Report of Findings
Community Care Facilities Licensing (CCFL) received information that the care being provided at this address may require a Community Care Facility Licence.  

Licensing Officers inspected the premises on September 21 and October 5, 2023 and interviewed families.
 
Licensing confirmed that Kyla Boucher was operating an unlicensed facility in contravention of the Community Care and Assisted Living Act (CCALA), as the program did not meet the definition of a summer camp or day camp, as per section 3(2.1) of the Child Care Licensing Regulation (Certain programs exempted) and care was being provided to three or more children unrelated to her.  

Therefore, the following contravention was cited: 
Community Care Assisted Living Act section 5(a) Operating or advertising without a licence
    
The operator is required to immediately reduce the number of children in care to no more than two children unrelated to her. The Licensing Officer will conduct follow up inspections to confirm ongoing compliance.

Observation: The current program model does not meet the criteria of an exempt program as defined in the Child Care Regulations and requires a requires a Community Care Facility License to operate.
Corrective action: Modify the program as it currently exists, cease operations of the current program or reduce the number of children to no more than two children not related by blood or marriage.
