Report of Findings
Licensing received a complaint on November 6, 2019, regarding care and supervision, staffing, and records and reporting. The following details were provided:
- Inappropriate staff training
- Inadequate dispute resolution
- Inappropriate admission screening

All areas of the complaint were fully investigated. Evidence was collected through records and staff statements. Licensing determined the following contraventions:
- Community Care and Assisted Living Act (CCALA) section 7(1)(b)(i) – Standards to be maintained
- Residential Care Regulations (RCR) section 42(1)(a) – Staffing coverage
- RCR section 60(a)(c) – Dispute resolution
- RCR section 80(1) – Short term care plan on admission
- RCR section 85(1)(d) – Policies and procedures
- RCR section 89(1) – Records of Complaints and compliance

Observation: A short term behaviour care plan was not created for PIC (B) to guide staff in protecting and promoting the health and safety of persons in care.
