Report of Findings
Community Care Facilities Licensing [CCFL] received a complaint on February 3, 2021 alleging concerns regarding:
- Records and Reporting
- Care and Supervision

The allegations included the following details:
- A reportable incident requirement was not met
- Inadequate care and supervision provided to children

All areas of the complaint were fully investigated. Evidence was received through interviews, records and onsite inspection of the physical facility.
The Licensing determined the following contraventions:

Child Care Licensing Regulations (CCLR)
- Section 55(2)(a) Notification of illness or injury
- Section 56(2)(1) Community care facility records and policies
- Section 34(2)(a) Group Size
- Section 34(2)(b) Staff to Child Ratio

Community Care and Assisted Living Act (CCALA)
- Section 7(1)(b)(i) Standards to be maintained

Observation: Licensing determined that the Licensee failed to take necessary actions after a reportable incident had occurred, ensuring compliance with all applicable CCLR and CCALA.

13071 - CCLR s.56(2)A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: Licensing determined that staff onsite failed to implement the facility's reportable incident policies and procedures.

14020 - CCLR s.34(2)(a)Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Licensing determined that facility was not in compliance with group size requirement as per Schedule E

14030 - CCLR s.34(2)(b)Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing concluded that staff to child ratio requirement was not met, as permitted in Schedule E

19030 - CCLR s.55(2)(a)A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: Licensing determined that a reportable incident occurred on Jan 14,2021 was not reported to Licensing within 24 hrs as required.
