Introduction

An unscheduled first routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: LO observed and discussed the following with the Manager today:
- Outdoor Play Space: some maintenance required for the playground ground surfacing, i.e. wood chips. Please refer to DOLSOP, re: depth guidelines for loose fill material.
- Cleaning supplies were stored under the washroom's sink; this cupboard was unlocked and accessible to children. The Manager relocated these items. ( CORRECTED DURING INSPECTION)

Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11220 - CCLR s.23(2) - A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation: LO observed and discussed the following with the Manager:
Two first aid kits were checked- both kits need to be replenished with extra supplies available to all staff, while children are in care.
Corrective Action(s): Please ensure that first aid kits are readily accessible to all employee onsite and off site.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: LO observed and discussed the following with the Manager:
All 6 sinks were inspected today; 3 sinks in each classroom. 1 sink from the 3-5 room was not in use.
All 5 sinks water temperature was measured at 55.2 degree Celsius.
Corrective Action(s): Please ensure that any heated water accessible to children is no more than 49 degree Celsius.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: LO reviewed 3 staff files; 3 of them had reference letters or phone numbers on their file, but no indication of their references were obtained by the manager before they were employed with the facility.
Corrective Action(s): Please ensure that all staff files are complete.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: LO observed and discussed the following with the Manager:
Handwashing was not practiced by staff and children as they arrived/ entered to the facility.
Corrective Action(s): Please ensure that all staff and children diligently follow the rules of health and hygiene while attending the facility.

Comments

On the inspection date of March 24, 2021 there were 6 children, 2 staff and 1 support worker present. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to Licensing including how areas found to be in non-compliance were addressed by below date.
All contravention noted in this report were reviewed with the Manager today before this inspection report was written off site (0.5 hr). This report was emailed to the facility along with the copy of Facility Risk Assessment on the same day, therefore no signature is required/attached.
LO shared the following information/education with the Manager today:
- How to utilize a bound book for the purpose of documenting all minor incidents by all staff
- Covid-19 prevention strategies to be practiced by all children, staff, families and/or other community members
