Reason for Investigation - Care and supervision
Report of Findings
On July 29, 2019, Licensing received a concern regarding care and supervision. The complainant provided the following details with regards to the Group Child Care Program:
- Exceeding capacity
- The staff to child ratio is not maintained at nap time and outside
All areas of the complaint were fully investigated. Evidence was obtained through interviews, review of facility records, and observations.
Licensing determined the following contraventions:
- Child Care Licensing Regulation (CCLR) section 34(2)(a) Group sizes
- CCLR section 34(2)(b) Employee to child ratios
The Licensee is required to submit a corrective action plan. Licensing will review the corrective action plan.

14020 - CCLR s.34(2)(a)Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Licensing determined the Group Child Care program exceeded the maximum capacity of 25 children.
Corrective action: Corrective action plan in place.
14030 - CCLR s.34(2)(b)Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing determined that staff to child ration is not maintained during nap time.
Corrective action: Corrective action plan in place.
