Introduction

An scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #SCHE-AVGURF have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The facility license is posted in the managers office and not displayed in a prominent place. The Manager corrected this during the inspection and posted the license at the facility front entrance. The name of the manager is not posted. LO discussed the importance of the name of the manger being posted near the facility license.
Corrective Action(s): Ensure the facility license is displayed in a prominent place. The name of the manager should also be posted near the facility license.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Two kettles with hot water were stored in areas accessible to children in care. LO discussed with the staff the safety concern and the staff immediately removed the kettles.
Several high shelves house large and heavy items that could pose a risk to children playing in the area in the event of an emergency. LO discussed with staff alternatives for housing these items on the shelf.
Cleaning supplies were stored in areas accessible to children in care in one bathroom area. These items were removed during the inspection.
Several fans were being used in areas were the plugs pose a tripping hazard to the children in the area. LO discussed the safety concerns with this practice.
The facility first aid kits has medicinal products within them. These products are intended to be used in the event of a minor injury. LO discussed the requirement of parental permission to use these products or alternatively to use soap and water on minor injuries. The products were removed from the first aid kits during the inspection.
Corrective Action(s): Ensure hazardous products or objects are not accessible to the children in care.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Three staff files were reviewed and one staff did not have a CRC that was specific to the facility. LO discussed with the manager the process for sharing CRC's.
Corrective Action(s): Ensure all staff have valid CRC's that are specific to the facility.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The facility has yet to practice an annual emergency evacuation drill. The staff and children have discussed this process as an educational element to the program though. This is a repeat contravention.
Corrective Action(s): Ensure an annual emergency plan is practiced.

CARE AND/OR SUPERVISION: 14370 - DLSOP Active Play - All licensed child care programs must limit screen time (TV, computer, electronic games) to 30 minutes or less a day
Observation: The facility has a screen use policy but the policy does not identify the amount of screen use engaged in on a daily basis. The Manager relayed that the facility has movie day on Friday's which exceeds the 30 minutes or less outlined in the DLSOP Active Play. LO discussed and shared resources with the Manager that outlines the requirements of 30 minutes or less of screen time per day.
Corrective Action(s): Ensure screen time is limited to 30 minutes or less per day.

Comments

Summary of Inspection
On the inspection date of January 3, 2019 there were 37 children and 10 staff present. The inspection report was completed at the CCFL office and delivered and reviewed on January 4, 2019 with the Manager. At this inspection the above noted contraventions were identified. Actions required by the licensee include that the Licensee has addressed some contraventions and a corrective action plan is required to be submitted and actions required the LO include to review and monitor the corrective action plan. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
LO additionally discussed with the Manager the details surrounding a current exemption application that has been submitted and details surrounding an amendment application.
