Report of Findings
Community Care Facilities Licensing (CCFL) received a complaint on July 26, 2023 regarding care and supervision.  
  
All areas of the complaint were fully investigated. Evidence was received and reviewed from interviews and documentation. 
 
Licensing confirmed the following:  
- The number of staff necessary to supervise children during field trips was not sufficient. 
- A field trip and transportation policy and procedure were not available to guide staff.  
- Daily attendance records were not maintained for all days.  
- Three children’s records were not available to staff.  
 
The following contraventions to the Child Care Licensing Regulation was determined:  
- Section 34 (1), Group sizes and employee to children ratios  
- Section 56 (1)(d), Community care facility records and policies  
- Section 57 (2), Records for each child  
- Section 59 (a), Records must be available 
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.

13060 - CCLR s.56(1)(d)A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensing determined the facility does not have a transporation or field trip policy.
Corrective action: A corrective action plan is required.

14010 - CCLR s.34(1)A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation: Inadequate superivision of children during a field trip.
Corrective action: Facility has appropriately addressed the contravention. No further action required.

19090 - CCLR s.57(2)(c)A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed children's attendance records were not appropriately documented.
Corrective action: Facility has appropriately addressed the contravention. No further action required.

19320 - CCLR s.59(a)In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Licensing observed three children's registration files were unavaiable on site.
Corrective action: Facility has appropriately addressed the contravention. No further action required.
