Report of Findings
Licensing received a complaint on May 25, 2021, regarding the care and supervision concerns.
The following details were provided:
- Children are not supervised at all times.
- Non-hygienic practices regarding food.
- Harsh or rough handling of children.
- Inappropriate guidance practices.

All areas of the complaint were fully investigated. Evidence was obtained through interviews and observations.
Licensing determined the following contraventions:
-Child Care Licensing Regulation (CCLR) section 19(1)(b) Character and Skill requirements
-CCLR section 19(2)(c) Character and Skill requirements
-CCLR section 52(1)(c) Harmful Actions not permitted
-CCLR section 55(1)(b) Notification of illness or injury
-CCLR section 55(2)(a) Notification of illness or injury

12050 - CCLR s.19(1)(b)A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Character reference was not completed prior to employment.
Corrective action: Corrective action plan required
12120 - CCLR s.19(2)(c)A licensee must not employ a person in a community care facility unless the licensee is satisfied, based on the information available to the licensee under subsection (1) and the licensee's or, in the case of an employee who is not the manager, the manager's own observations on meeting the person, that the person (c) has the training and experience and demonstrates the skills necessary to carry out the duties assigned to the manager or employee.
Observation: The director did not ensure that the employed person has the training and experience and demonstrates the skills necessary to carry out the duties assigned.

19020 - CCLR s.55(1)(b)A licensee must immediately notify a parent or emergency contact if, while under the care or supervision of the licensee, the child (b) is involved in, or may have been involved in, a reportable incident described in Schedule H.
