Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10120 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: During the inspection four children under the age of 36 months old were attending the facility. In examining the attendance schedule it was observed that four children under 36 months old were attending each day (Monday to Friday). The Multi-age care code that is on the license permits a maximum of three children under 36 months old at any time.
Corrective Action(s): Please ensure a maximum of three children under 36 months old are in attendance at one time to comply with the legislation as outlined in Schedule E and to ensure the health and safety of children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
-Beds in the nap room were tightly spaced together. This could cause potential cross contamination. Recommendations for using a safe alternate sleep space were discussed. Please contact licensing if using an alternate space.
-metal bars overlooking the downstairs stairwell have large gaps in between the bars. This could present a falling hazard.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed that paint is peeling off of the outdoor steps.
Corrective Action(s): Please ensure the the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection licensing observed diaper cream on the shelf in the play area. This was accessible to children in care.
Corrective Action(s): Please ensure children do not have access to anything that could be hazardous to their health and safety.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During the inspection the staff records were reviewed. Two staff certificates were not verified.
Corrective Action(s): Please ensure that staff certificates are verified using the system established by the ECE registry.

Comments

At the inspection dated September 24, 2020 there were 8 children, 1 Director and the Manager was present. At this inspection the above noted contraventions were identified. Please send a written response to Licensing addressing how you have corrected the above noted contraventions by October 16, 2020. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was reviewed/discussed with the Manager and Director:

· Information sent out to the Manager regarding the following: sanitization/disinfection, social distancing, hand washing and health and wellness policy.
· The coronavirus COVID-19 public health guidance for child care settings
· Posting the COVID-19 policy, as a requirement of The Centre for Disease Control and Worksafe BC
· Removing items with a drug identification number (DIN) or a natural product number (NPN) from the first aid kit. A signed permission form from the
parent or guardian is required prior to application.
· adding diapers to the emergency supplies
· ensuring that the children have daily outdoor play for a minimum of 60 minutes to adhere to the Director of Licensing Standards of Practice: Active Play

The inspection findings were reviewed with the Director and the Manager at the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in .5 hours and this is included in the report. A copy of these documents were sent to the Manager.
