Report of Findings
Community Care Facilities Licensing [CCFL] received a complaint on March 2, 2020, alleging concerns regarding care and supervision.

The allegations included the following details:
- A child sustained injuries while in care at the facility, and the complainant was not informed by staff.
- Children were not being adequately supervised.
- Inadequate naptime routine.

All areas of the complaint were fully investigated. Evidence was received and reviewed from photographs of the injuries, interviews, an inspection of facility records, and an inspection of the physical facility.

The following contraventions were substantiated:
- Child Care Licensing Regulation (CCLR) Section 34(1) Division 4 - Supervision Group sizes and employee to children ratios
- CCLR Section 46(1) Health and hygiene
- CCLR Section 51(1)(a) Behavioural guidance
- CCLR Section 55(2)(a) Notification of illness or injury
- CCLR Section 56(1)(f) Community care facility records and policies

14010 - CCLR s.34(1)A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation: Licensing determined adequate supervision was not being provided by the licensee in the areas of toileting and sleeping.
Corrective action: Corrective action plan to be provided.
14220 - CCLR s.51(1)(a)A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation: Staff used inappropriate guidance techniques with children in care.
Corrective action: A corrective action plan is to be provided.
19030 - CCLR s.55(2)(a)A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: The licensee did not advise licensing regarding the complainant's concerns about care and supervision and guidance as required.
Corrective action: A corrective action plan is to be provided.
19050 - CCLR s.56(1)(f)A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Minor injuries to children were not being consistently documented.
Corrective action: A corrective action plan is to be provided.
