Report of Findings
Community Care Facilities Licensing (CCFL) received a complaint on January 8, 2024, alleging concerns regarding Care and Supervision, Records and Reporting, Protection for Persons who report abuse, and Policies and Procedures.

All areas of the complaint were fully investigated. Evidence was collected and reviewed through interviews and a review of documentation.

Licensing confirmed the following:
- Licensing officer was not notified within 24 hours that a child was involved in or may have been involved in a reportable incident as described in Schedule H as required.
- Licensing confirmed that the staff did not follow the facility behavioural guidance policy as Child A was required to apologize to children and staff to return to the program. Licensing determined that this requirement was harsh and degrading.

Following contraventions to Child Care Licensing Regulation (CCLR) were determined:
- Section 55 (2)(a), Notification of Illness or Injury.
- Section 56 (2), Community care facility records and policies.
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.

Observation: Staff did not notify the licensing officer within 24 hours that a child was involved in or may have been involved in a reportable incident as described in Schedule H as required.
