305 | Inadequate Analysis Data / Monitoring of Water Quality Observation: 10 Inadequate chemical sampling data (i.e. parameters; frequency; etc.) Corrective Action: We have discussed the need for the DOS to develop a budget that will cover the annual cost of chemistry analysis (analytical package equivalent to a DW-4 water potability analysis). These samples should monitor source water quality to check for changing trends over time. In the distribution system - quarterly analysis should be conducted to check for THM levels as recommended by the GCDWQ. Historically this parameter has been easily met by the operation of the chlorination system, however ongoing checks are required. ![]() |
309 | Inadequate Emergency Response Plan / Implementation Observation: 10 Emergency Response Plan has not been updated to include additional hazards / revised contact lists / etc. Corrective Action: As we discussed, the current plan requires some update to indicate current contact staff between the DOS and CGH including new phone numbers, etc. Please note this plan should also be expanded to address the DOS procedures to monitor and report risks associated with tampering of reservoirs, vandalism, etc. This plan should be reviewed and updated annually. ![]() |

Comments:
As a follow - up to our previous report dated March 8, 2002, I wish to acknowledge the efforts of the staff and District of Squamish in completing the development of the groundwater source at Powerhouse Springs. I note the DOS is now receiving 100% of its water supply needs from groundwater sources. This represents an important public health protection measure.
As we disucssed, a Well Protection Plan should be developed for each well source and a Cross-Connection Control Program should be developed to protect the distribution system integrity. I anticipate these items will be incorporated as operating conditions of your Permit in future.
