312  Critical Interruption of treatment
Observation: Warning lights on the UV control unit indicated that the UV bulb was not functioning properly at the time of the inspection. Furthermore, it appeared that the unit requires a flow rate restrictor. Operator attempted to replace the UV bulb during the inspection, but this did not resolve the issue. Public Health significance - insufficient treatment of surface water can lead to waterborne diseases in the public, such as Giardiasis (beaver fever).
Corrective Action: Facility was placed on a Boil Water Notice due to the interruption in disinfection. Operator needs to make any necessary repairs or maintenance to the UV, as well as provide information to Northern Health regarding what filters are currently being used on-site.
318   Inadequate Microbiological Analysis data
Observation: Northern Health's records indicate that the water system (WS) has not been tested for bacteriological safety since March 2021. The WS operating permit clearly states that bacteriological sampling must be completed every month while the facility is operating.
Corrective Action: Provide a bacteriological sample to Northern Health for analysis every month while the facility is open to the public.
319   Inadequate Chemical Analysis Data
Observation: Water system's Operating Permit states that Chemical sampling is required every 5 years - Northern Health's records indicate that the raw water chemistry was last sampled in 1996.
Corrective Action: Water chemistry needs to be tested at least once every 5 years. Provided additional information to Operator.

Observation: Facilty does not have someone available with Environmental Operators Certification Program - Small Water System (EOCP SWS) certification. Water system is classified as a Small Water System based off the the treatment components on-site as well as the low number of connections.
Corrective Action: Operator needs to have someone to complete the EOCP SWS training and provide to Northern Health proof of their certification.

Observation: Northern Health does not have an Emergency Response and Contigency Plan (ERCP) on-file for this water system. A written plan is essential to ensure that the Operator knows what is required when responding to emergencies.
Corrective Action: Prepare an ERCP using the provided resources and submit to Northern Health for review and approval.
