Observation: The distribution system is at risk. It is estimated that 1/3rd of the water mains are below the water table for unknown durations of the year. This is concerning as if a loss of water pressure were to happen, inflow from groundwater could occur and potentially introduce contaminants into the water supply. Risk factors include: aging system infrastructure and a very high water consumption. The current water demand is 5 to 10 times higher than expected, and may indicate that breaks exist within the distribution system.
Corrective Action: An action plan is being followed by the District of Stewart to address concerns with the distribution system and make improvements. Plan topics include: investigating water demand, source water characterization, measures to maintain pressure, promoting structural integrity and emergency response planning. It is also strongly recommended that residual disinfection be implemented to add an additional barrier to potential pathogen contamination of the water supply.
