312   Interruption of treatment
Observation: Filters were clogged with mud and were restricting flow to UV devices to such an extent that one of the devices was in alarm with a low flow indicator as the problem. Filter housings cleaned at the time of inspection and new filters were to be installed; however, replacement carbon filters were not available and two 50 to 5 micron dual-gradient filters were to be used instead.
Corrective Action: A maintenance schedule for the filters must be developed and implemented to ensure filters are replaced per manufacturer's recommendations, or as is operationally required to ensure they function properly and don't restrict flow. If necessary, new carbon filters should be installed, and a supply of replacement filters must always be available.
313   Inadequate treatment
Observation: Source water is a spring which is considered to be surface water. Current treatment system does not meet the performance targets of the Drinking Water Treatment Objectives (Microbiological) for Surface Water Supplies in BC (Surface Water Treatment Objectives).
Corrective Action: Treatment system must be upgraded to meet the performance targets of the Surface Water Treatment Objectives; however, this must be done through submission of an Application for Waterworks Construction Permit and can be done through an implementation plan with set timelines.
318   Inadequate Microbiological Analysis data
Observation: Bacteriological samples are not being submitted in accordance with the requirement of the operating permit condition, which at this point is once every 3 months (quarterly). Prior to this day, last sample submitted was in August 2021
Corrective Action: Bacteriological samples must be submitted in accordance with the requirement of the operating permit condition, which is to be revised to once a month from one or more sample sites.
319   Inadequate Chemical Analysis Data
Observation: Samples for general chemical analysis are not being submitted in accordance with the requirement of the operating permit condition, which is once every 5 years. Last general chemical analysis report on file is from October 2000, and there are no records of reports being submitted since operating permit issued in January 2007.
Corrective Action: A sample for general chemical analysis of the raw (untreated) water from the spring source must be submitted and a copy of the final report provided to Northern Health. Also, samples for general chemical analysis must be submitted in accordance with the requirement of the operating permit condition.
