Observation: A disinfection and flushing program was required as a minimum requirement to prevent regular residual disinfection within the water system. In March of 2017 this was added as a Condition of Operation on the Stewart Community Water Systems operating permit, “Flushing and disinfection of the distribution system is to occur annually, or sooner at the request of the Environmental Health Officer.” In June of 2020 a construction permit (16W-535) was issued for the new reservoir and line extension. Within that permit was the following condition, “Water Supplier (District of Stewart) to thoroughly flush and disinfect distribution system within 1 year of this waterworks permit. Failure to do so will require mandatory treatment…”.
Corrective Action: Disinfection and flushing must take place in 2024 as this condition is already 5-8 years overdue and much flexibility has already been provided. If this program cannot be created and coordinated annually then residual disinfection will be required on a continuous basis.
317   Inadequate or improper construction of water works
Observation: Backflow prevention devices are lacking where trucks are filling up. Potable water trucks fill at Well #4 and non-potable truck (for DoS operations) fill at Well #3. Without proper backflow prevention a risk of external contamination from backflow events exists.
Corrective Action: Backflow prevention devices are to be installed at any location where a water truck is connecting to fill from the municipal water supply. This should be corrected as soon as possible but a correct by date has been listed as Mar01, 2025. Provide an update to the EHO if this action is completed, prior to the correct by date listed, or if there is a need to request an extension do so prior to the date listed.
