313   Inadequate treatment
Observation: No filtration is in place within the treatment system despite the surface water source and periodic levels of high turbidity. Operator has funding for, and is in the planning phase of, installing filtration at the treatment plant.
Corrective Action: Keep Northern Health informed on the expected timeline for the upgrades to be completed to the community water system's treatment facility. Submit a construction permit application to Northern Health when ready to begin construction.
314   Improper maintenance of distribution system
Observation: - At the time of inspection, operator was dosing 1.5 ppm chlorine at the water treatment plant. However, when measured at the Husky/ESSO gas station near the end of the distribution system the chlorine residual was measured at 0.08 ppm, 0.07 ppm, and less than 0.02 ppm after letting the tap run for approximately 5 to 10 minutes. Operator claims this is due to the large main connected to the ESSO leading to stagnation in that line. Furthermore, chlorine residual logs indicate that chlorine residual was not maintained above 0.2 ppm on several occassions during June 2023.
Corrective Action: Ensure that a chlorine residual of 0.2 ppm is maintained throughout the distribution system. Recommend that additional chlorine is dosed after the reservoir if chlorine residual cannot be maintained on a consistent basis.
317   Inadequate or improper construction of water works
Observation: Data for treatment systems are inaccurate. For example, the UV control panel monitor indicates the UV transmittance is 71% and dosing 33.78 mJ/cm2, whereas the HMI operator panel indicates the UV transmissivity is 0% and is dosing 2.8 mJ/cm2.
Corrective Action: Have software or devices corrected so that accurate data are available on the HMI, chlorine pumps, and UV control panel.
