Allegation detailsPolicies and Procedure: Licensee not following facility policy around termination of care, repayment agreement; and health policy. Records and Reporting: Licensee did not notify parents immediately of incidents that occurred with children in care. Staffing: Licensee did not notify parents of substitute care provider. Care and Supervision: Licensee left child unattended in the playroom while standing in the kitchen.

CCLR Section 29(c)Staffing: To qualify for employment in a community care facility as a responsible adult, a person must have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition.

CCLR Section 36(2)Staffing: If a licensee is absent because of illness, emergency, vacation or other temporary leave, the licensee must notify each child's parent or emergency contact of the absence and identify the person who will be acting as the licensee's temporary replacement.

CCLR Section 39 (1)Care and Supervision: A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: Children were not supervised by educator, assistant or responsible adult.

Findings:
As a result of the investigation into the complaint, the following areas of non-compliance were identified:
Section 29 (c)(d) of the CCLR - The staff did not meet the requirements of a responsible adult.

Section 36(2) of the CCLR - The licensee did not notify parent of the absence and identity of the person who would be acting as the licensee's temporary replacement.

Section 39 (1) of the CCLR - Children in care were not supervised at all times.

Section 55 (1) of the CCLR - Parent/guardian was not immediately notified when a child was injured.

Section 56 (2) of the CCLR - The following policies were not implemented Health and Covid Policy, Supervision Policy, and the Staff Illness policy.

Conclusion and Recommendations:

The licensee has provided a written plan outlining how the issues of non-compliance will be addressed moving forward. The licensee has also revised the facility policy and procedure manual.
At this time the Licensing Officer recommends that no action be taken against the licence for Candy's Kiddie Korner.
