Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following in the bathroom:
- diaper cream stored in a way that is accessible to children. (This item was previously contravened on Mar. 07, 2022 on inspection report #MZIN-CCCUFS).
- A container with bleach was stored under the sink, and was accessible to children. (This item was corrected by a staff during the inspection).
Corrective Action(s): Ensure that children do not have access to substances that may be hazardous to their health or safety.
Date to be Corrected: Feb. 16, 2023

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: One staff only had police clearance on file and should obtain it from the Criminal Records Review Program.
Corrective Action(s): Ensure that the staff's file is up to date with all documents required.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensing observed that one staff was missing their character references on file.
Corrective Action(s): Ensure that the staff's file is up to date with character references.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: A record of one staff's work history was not obtained.
Corrective Action(s): Ensure that the staff's file is up to date and that the work history (resume) is included.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing observed that one child was missing their date of enrolment on file.
Corrective Action(s): Ensure that the child's date of enrolment is included on file.

Comments

At the inspection dated Feb. 15, 2023 there were 5 children and 2 staff present. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following recommendations/discussions were provided:
- Continue to document minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to initial and write the date after each documentation
- Continue to clean and sanitize the facility including toys and equipment
- Reportable Incident procedures
