Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:

-a loose cord was located on the ground. This was corrected during the inspection.

Licensing observed the following in the outdoor play area:

-a sharp piece of wire lattice was located on a post at the children's level
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times to the children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following inside the facility:

-the washroom door had dents in it
-the sink and a stool had paint chips and may be difficult to disinfect
Corrective Action(s): Please ensure the community care facility, the furniture, equipment and fixtures are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection rust was observed in the outdoor play area on a lower piece of the chain link fence and a rusty wheelbarrow. This could cause a potential health hazard.
Corrective Action(s): Please ensure that the children do not have access to any object or substance that may be hazardous to their health and safety. Licensing recommends providing active supervision around these rusty items until this is corrected.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During the inspection three staff records of three were reviewed. One criminal record check in the Manager's record was expired. The Manager was not currently at the facility.
Corrective Action(s): Plase ensure you have current criminal record checks and that the staff records are complete.

Comments

At the inspection dated October 29, 2020 there were 11 children and 2 staff were present during the inspection . At this inspection the above noted contraventions were identified. Please ensure a written response is submitted to licensing by November 12, 2020 stating how you have addressed the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following resource was given to the staff:

· Resource Package for Child Care facilities COVID-19 prevention

The following was discussed with the staff at the inspection:

· The COVID-19 Infection control assessment checklist (completed)
· Adding more items to the first aid kit such as a CPR mask, a triangular bandage and non stick dressings such as Tefla
· Removing items from the first aid kit that have a drug identification number (DIN) as these items require a signed authorization form prior to application.
· Adding more food and water to the emergency kit. Licensing recommends having sufficient emergency supplies for a period of 72 hours.

The inspection findings were reviewed with the staff at the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in .5 hour and this is included in the report. A copy of these documents were sent to the Manager.
