Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: One of the five staff files reviewed did not have a CRC included in the file.
Corrective Action(s): Ensure the CRC is obtained prior to the employment start date.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: (CORRECTED DURING INSPECTION): Licensee holds a valid ECE Certificate however the validation of the certificate had expired. The validation was completed during the inspection and included in the staff file
Corrective Action(s): Ensure system is in place to renew the validation of the certificates.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: Upon review of the staff files one of the staff did not have her first aid certificate included in the file.
Corrective Action(s): Ensure that the staff has the first aid certificate in the case the staff is working alone and that children have access to an employee who hold a valid first aid certificate.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed children's records and noticed the date of enrollment was missing on the records.
Corrective Action(s): Please ensure children's records contain all the required information, including the date of enrollment.

Comments

Summary of Inspection:
The inspection was done over two day period as the preschool was getting ready to go Pumpkin Patch. Licensing stayed behind to check the children's records and staff files as they are stored in the school office. Licensing came back on October 13 to complete the routine inspection
At the inspection dated October 13, 2022 there were 13 children and 2 ECE staff present including the manager. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.
