Introduction

An unscheduled routine was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Upon arrival Licensing observed that there was an unattended pot of soup and a pan of oil heating up on the stove top. There were children arriving into the classroom, while the staff was signing children in at the outside ramp. The kitchen is located in the classroom space and accessible to children. Once Licensing identified that the stove was on and left unattended, the staff entering the program turned it off.
Corrective Action(s): Please ensure that the stove is not left unattended while it is in use. This poses a high risk of injury to children in care.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation (CORRECTED DURING INSPECTION): Licensing reviewed 4 children's files and it was found that 3 were missing a digital picture or a photograph. Licensing does note that there is a checklist system in place to identify missing documentation.
Corrective Action(s): Please ensure that all documentation is present and complete prior to children attending the facility.

ADDITIONAL CCALA SECTIONS: 50050 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care.
Observation: Upon arrival Licensing observed that there was a pot of homemade soup unattended/cooking on the stove, in addition to a frying pan of oil was heating up. A staff identified that it was the snack being prepared for the children today. The facility does not hold a food permit. The Manager stated that they cook soup for snack on Thursays. This type of snack would require a food permit. Licensing discussed having the facility follow up with the EHO for the Abbotsford area to apply for a food permit prior to preparing this type of snack for children.
Corrective Action(s): Please ensure that the coommunity care Facility complies with the Public Health Act. The requirements incude an operating permit, an annual permit fee, equipment requirements and are subject to regular inspections by an Environmental Health Officer.
