Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Licensing observed the cabinet under the sink in the bathroom was unlocked and contained a bottle of Goo Gone. The label indicated the bottle needed to be kept away from children as it poses a health hazard. The goo gone was accessible to children. Manager removed the bottle immediately.
Corrective Action(s): Please ensure a healhty and safe environment is provided for children at all times when they are in care.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Licensing reviewed 2 staff files of which 1 file was missing work history.
Corrective Action(s): Please ensure all staff files are complete and up to date.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that the fire extinguisher had not been serviced this year.
Corrective Action(s): Please ensure the fire extinguisher is serviced annually.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing reviewed 8 children's files of which 1 was mising a MSP number
Corrective Action(s): Please ensure all children's files are up to date and complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed 8 children's files of which 2 files were missing the date of enrolment.
Corrective Action(s): Please ensure all children's files are up to date and complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 8 children's files of which the following was missing:
- 1 file was missing the name and phone number of a medical practitioner
- 1 file was missing the phone number of an emergency contact.
Corrective Action(s): Please ensure all children's files are up to date and complete.

Comments

At the inspection on August 23rd, 2023 there were 7 children and 2 staff present.
At this inspection, the above noted contraventions were identified.

Discussion was had about the following:
- Importance of having a hard copy for minor incidents on site
