Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All categories of care were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed:
- Fridge temperature not maintained between 0 and 4 degrees Celsius in two fridges.
- A wooden plank from an existing wooden boat (on the facilities' playground) was coming apart and had few exposed screws.
Corrective Action(s): Ensure fridge temperature is between 0-4 degrees Celsius and the boat is repaired.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following:
- paint chipped in one classroom
- wall paper peeling in one of the classrooms
- spider webs in one classroom
- finger marks on the walls in a few classrooms.
Corrective Action(s): Ensure the facility is clean and in good repair.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): Licensing reviewed 9 staff files and one staff file was missing the validation of their ECE certificate.
Corrective Action(s): Assistant manager validated the certificate while licensing was on site.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): Licensing reviewed 15 children's files and one child's file was missing a date of enrollment.
Corrective Action(s): Assistant manager added the enrollment date while licensing was on site.

Comments

At the inspection dated November 25, 2024 there were 45 children, 12 staff and the assistant manager present. At this inspection the above noted contraventions were identified. The licensee is required to address the contraventions, bring the facility into compliance, and provide a written response to Licensing by the date written below. Licensing will review the response.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed:
· Licensing observed and was told by the assistant manager that a new manager has been assigned. Paper work will be submitted for change of manager.
· Licensing observed 5 drop down cribs in the nap room. According to Health Canada drop down cribs are no longer safe and can lead to injury. One of the cribs had a date of October 2006 on it. Three cribs had wheels on them and one crib had a red bar on it and it was identified as an evacuation crib. These cribs will need to be replaced with newer ones that are not drop down cribs.
