Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed in the outdoor play space there is a plastic see saw horse that has rust on it.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: Licensing observed one person residing in the home without a criminal record check. The licensee stated that the individual is visiting from another province and will be leaving in a few days.
Corrective Action(s): Please ensure persons over the age of 12 to be ordinarily present on the premises of a community care facility have obtained a criminal record check.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation (CORRECTED DURING INSPECTION): A selection of children's files were reviewed. Out of the seven files reviewed, one was missing a care card number.
Corrective Action(s): Please ensure a medical insurance number is on file.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): A selection of children's files were reviewed. Out of the seven files reviewed, three were missing an enrolment date.
Corrective Action(s): Please ensure a record showing the date of enrolment is on file.

Comments

At the inspection dated December 2, 2019 there were 2 children and 2 adults present. At this inspection the above noted contraventions were identified.
Action required by the licensee includes providing a written response by December 9, 2019.
Actions required by licensing include review the written response.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
The following discussions were provided:
- There is two 'Little Tikes' slides in the outdoor play area that is not on resilient surfacing. The licensee mentioned they were just moved to the side to rake all the leaves. They will be placed back on the resilient surfacing.
