Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #VDAN-AQHPV5 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 30250 - CCALA s.7(1)(c.1)(i) - A licensee must do all of the following: (c.1) display the rights of adult persons in care (i) in a prominent place in the community care facility.
Observation: The Residents Bill of Rights was not displayed or available at the time of inspection. according to the manager the frame the rights were displayed in was removed during renovation and has not yet been put back up.
Corrective Action(s): Please ensure the Residents Bill of Rights is displayed in a prominent place in the facility

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31260 - RCR s.21(c) - A licensee must ensure that all furniture and equipment for use by persons in care (c) are maintained in a good state of repair.
Observation: It was noted during inspection that the TV room couches had some tears and staining. Through discussion with the manager it was noted that there is a plan to replace them in the next few months
Corrective Action(s): Ensure furniture is maintained in a good state of repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: Many repairs and upgrades have been done to the home by BC housing however it was noted that many of the door frames and door kicks have significant damage and marks caused by wheelchairs
Corrective Action(s): Please ensure that all rooms and common areas are maintained in a good state of repair
