Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: 4 Staff files were reviewed and none contained evidence of ECE or ECEA certificate verification.
Corrective Action(s): Please verify and keep evidence of verification for any ECE or ECEA certificates using the system established and maintained by the ECE Registry.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Staff was unaware if a policy and procedure were created for active play or screen use. A discussion was had about the requirement to create, and implement an active play and screen use policy according to the director of Licensing Standard of Practice Active Play.
Corrective Action(s): Please create and implement an active play and screen use policy. A copy of the director of Licensing Standard of Practice Active Play was provided to the facility.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation (CORRECTED DURING INSPECTION): 1 care plan was not reviewed in the last year. The Parent arrived during the inspection and reviewed the care plan.
Corrective Action(s): Ensure that each care plan is reviewed at least once per year.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Staff stated that daily attendance records were not stored at the community care facility. 3 days of arrival and departure were available for review.
Corrective Action(s): Please ensure that all documents in section 56-58 are kept in a single place at the community care facility.
